Bedford Borough Council go-live with our HWRC Permit System

Bedford Borough Council has recently gone live with our HWRC Permit System, which includes a DVLA vehicle lookup and an ANPR integration for the Barkers Lane Recycling Centre!

Bedford Borough Council required a concise and intuitive digital registration system that enables residents to obtain permits to visit the Barkers Lane Household Waste Recycling Centre (HWRC). After several months of hard work, that's exactly what we delivered! The application form requires the resident to provide their vehicle registration, vehicle type and address.

The permit form includes a DVLA lookup, allowing the make, colour, year of manufacture and fuel type to be retrieved automatically from the registration entered on the form. These details are then displayed back to the resident to verify that the correct vehicle registration has been entered. The make and colour are particularly useful for the site staff as they provide additional information to help them identify vehicles as they arrive on site.

We have also implemented a fully integrated ANPR solution for the entry camera at Barkers Lane Recycling Centre. The ANPR camera identifies vehicles as they arrive on site and site staff have access to a bespoke permit-checker dashboard, allowing them to record waste deposited and flag any issues, such as suspected trade or abusive behaviour.

The Bedford back-office staff have also seen significant benefits from the comprehensive reporting capabilities of the system. These include a breakdown of permits by vehicle type, counts of the most frequent visitors by vehicle registration, the total number of visits in a specified time period and many more.

Waste Fridge
When waste rules change, Pentagulls flexible HWRC booking systems make the difference.

The current shortage of specialist treatment capacity for fridges and freezers is creating a difficult situation for councils across the UK. With processing capacity severely constrained, some councils have had to suspend collections, limit the number of cooling appliances residents can bring to HWRCs, or stop accepting them altogether. For residents, the message is simple: the rules have changed. For councils, however, changing the rules is only the beginning. They also need an effective way to communicate those changes to residents and manage what happens when people arrive at an HWRC
